Uzbekistan’s initiative is supported by the international community



At the proposal of Uzbekistan, the United Nations General Assembly unanimously adopted the resolution "Readiness of Central Asian countries to stand united and cooperate for the effective solution and elimination of drug-related problems."

On June 4, the United Nations General Assembly unanimously adopted the resolution initiated by Uzbekistan, on Central Asia’s unified resolve and cooperation to effectively address and encounter drug-related challenges.

Over 30 countries from various regions of the world co-authored the document.

Presenting the draft resolution at the General Assembly, Uzbekistan's Permanent Representative to the UN, Ulugbek Lapasov, emphasized that the concept of the resolution is based on the speech of the President of Uzbekistan at the 76th session of the UN General Assembly, during which the head of the republic proposed "developing a Joint Anti-Drug Action Plan covering the countries of Central and South Asia."

The document takes into account the conceptual provisions underlying Uzbekistan's National Strategy for Combating Illicit Drug Trafficking and Drug Abuse for 2024-2028.

The resolution particularly notes that achieving the Sustainable Development Goals (SDGs) by 2030 in Central Asia is closely linked to combating illicit drug trafficking and drug abuse in the region. Attention is drawn to the positive changes in Central Asia occurring within the framework of Uzbekistan's regional policy, which has created a fundamentally new political atmosphere, opening up new opportunities for cooperation with UN structures.

The resolution underscores the commitment of the member states of the region to effective anti-drug cooperation within the framework of a global approach to addressing the world drug problem, based on the accumulated positive potential in the relations between the states of the region.

In the resolution, member states positively acknowledge the efforts of Central Asian countries aimed at actively promoting a society free from drug abuse and their commitment to fulfilling international obligations in this sphere. They express a firm intention to strengthen regional and international cooperation on drug-related issues at both regional and global levels.

Specifically, the document calls for comprehensive measures to counteract the illicit trafficking of narcotic drugs and their precursors and the development of strategic initiatives and action plans. Attention is focused on the importance of taking concrete practical steps, such as establishing a regional electronic database, conducting surveys and research, combating the use of information technology and social networks for drug-related purposes, regulating virtual currencies, undermining the financial foundations of the drug trade, including its connection with other forms of organized crime.

The resolution also calls upon member states, relevant UN bodies, international financial institutions, and other stakeholders to expand cooperation and support for Central Asia in the comprehensive resolution of drug-related issues.

During the debates of the General Assembly's plenary session, delegations expressed their support for the resolution, expressing "appreciation for Uzbekistan's leadership in promoting this important resolution." It was noted that the document will make a significant contribution to the global comprehensive fight against the drug problem.

The speaking delegations also acknowledged the consistent efforts of the Uzbekistan delegation in finding "mutually acceptable compromises and solutions" to achieve a consensus outcome. It was emphasized that the "consideration of the document in an open, transparent, and inclusive manner," as well as its adoption based on consensus, sets a good precedent and will serve as a "solid basis for achieving consensus on other anti-drug initiatives within the UN."
